Poland: Green Investment Scheme (GIS) (co-purchase) (SCF T2)

Project Description:
In 2010 the Polish Government setup a Program of Energy Management in Public Buildings on the Revenues from Sale of Emission Credits (AAUs) as part of a national Green Investment Scheme (GIS). All the proceeds of the AAU transaction under the GIS would be fully disbursed no later than June 30, 2014. The objective of the program is to support energy efficiency measures in public buildings that will lead both to immediate reductions in carbon dioxide emissions and to the initiation of a long-term trend of sustainable energy management in public buildings. Main energy efficiency measures will include (i) insulating the buildings’ walls and roofs (in about 114 public buildings); (ii) replacing the windows; (iii) replacement of ventilation and air-conditioning systems; (iv) replacement of internal lighting for energy efficient systems; (v) conversion of heating systems (including conversion to biomass boilers); (vi) installation of solar panels; (vii) installation of energy management systems.

Additional Benefits:
In addition to carbon dioxide emissions reductions, other benefits generated from the scheme include, the creation of new jobs in Poland, limiting energy import dependence, creating savings for municipalities in heating energy and electricity payments (30% savings), and reducing emissions from other pollutants (e.g., SOx, NOx, solid particles).
