Brazil: CAIXA Solid Waste Management Program
(Carbon Partnership Facility)

The Central de Tratamiento de Residuos (CTR) Santa Rosa landfill is located in the state of Rio, in the Seropédica municipality, close to the city of Rio de Janeiro and serves as the disposal site for domestic solid waste in the area. CTR Santa Rosa covers an area of just over 222 hectares and started its operations in April 2012. During the first year, the landfill received about 6,000 tons per day of domestic solid waste from the Rio de Janeiro, Seropédica and Itaguaí municipalities. This amount rose to approximately 10,000 tonnes/day in the second year of operation. CTR Santa Rosa will receive all the waste formerly directed to the Gramacho landfill.

The solid waste management project can be summarized as follows:

  • Implementation of an landfill gas collection system at the CTR Santa Rosa Landfill site;
  • Use the captured biogas as fuel to generate electricity. The generated electricity will be used on-site or sold to the national grid (still to be implemented);
  • Use of the captured biogas for distribution to consumers on a natural gas distribution grid (still to be implemented);
  • Flare the excess landfill gas captured to destroy any methane emissions.
The construction of CTR Santa Rosa will be financed by CAIXA Economica Federal and the ensuing carbon credits generated by the Program of Activities (registered in December 2012) will be purchased by the World Bank's Carbon Partnership Facility (CPF). The Landfill started receiving waste on April 20, 2012 and the LFG collection system started operations in December 2012.
