Uganda: Kampala Landfill Gas Project

Project Description:
The small scale project is a landfill gas flaring scheme and involves the introduction of measures to capture and combust methane from a landfill used for disposal of residues from human activity, predominantly municipal solid waste. The purpose of the project activity is to develop and implement a landfill gas extraction and flaring scheme at the Mpererwe landfill, that currently has no form of landfill gas management in place. The project represents an opportunity to introduce basic but proven landfill gas technology into the country and will provide environmental betterment both on and in the immediate vicinity of the site. The Mpererwe Landfill is located 13 kilometres north of Kampala city centre in Uganda. The project is expected to reduce emissions by 532,637 tCO2e over the course of a 10 year crediting period, of which the CDCF will purchase 74,144 CERs over a period of 3 years (2011-2013). The Emissions Reduction Purchase Agreement (ERPA) was signed on April 14 2010. The carbon finance project is partly financed through the IDA Credit to Uganda for the project “Kampala Institutional and Infrastructure Development Adaptable Program Loan (APL) Project, approved in FY08

Community Benefits:
Aside from reducing GHG emissions that are currently occurring through uncontrolled release of landfill gas to atmosphere additional benefits of such a scheme to sustainable development can be summarized as follows:

  • introduction of new landfill gas management technology into Uganda;
  • restoration of the site to a beneficial after use;
  • training of local staff to become experts in the monitoring and control of landfill gas;
  • and provision of a number of employment opportunities relating to the operation and maintenance of equipment
